Yes, IPS can be placed before Firewall depending up on the network infrastructure of an organization. But in most of the cases it is placed after firewall.

It can be placed but the ips faces more pressure if it is placed first

Yes, we can place the IPS before the firewall. but generally accepted practice is to place IPS/IDS after the firewall i.e closer to the internal network (From the point of view of incoming traffic). firewall drops the non legitimate traffics there by  helping IPS to deep inspect only legitimate traffic which is most computationally undertaking.

Ips it scans the packets coming from fire wall. if any new malware which is not identified  by the firewall ips will.prevent them so that any organization place the ips before the fire wall
